AZ DPS does not require body cams and not all vehicles have dash cams. Between audio released from police radio calls and video taken from ADOT traffic cams near where the incident took place, it became clear that EMS and Fire paramedics could have been given the all clear as many as six minutes sooner while Dion rolled on the ground after being shot in the stomach by a yet unnamed officer and another who kicked him back to the ground as he tried to get up.
