Oh that's a fun question! The meta explanation is a bit roundabout lmao basically in Maksim's original canon story, he has a snake and the word грешник (sinner) on his neck/collar, which both essentially boil down to him wanting to signal to people that he's dangerous or untrustworthy. I wanted to design something for the star wars au that was ~new~ but would still evoke the same feeling, so I moved the snake to his forearm (and made it a bit more fantastical) and went with those sort of "eye spots" for his collar as something that would just feel very ostentatious and confrontational. On my end, the design is mostly just cribbed from some other tattoo designs I saw while looking for inspiration lmao In-fiction, I'm not sure what they'd be specifically based on, but Maksim does have a history in animal raising/handling so he would probably be aware of some manner of Star Wars Creature™ that's known for having hypnotic eye spots or something.
As for his reaction..... it would probably just depend on the comment 🤷♂️ Maksim has a pretty flat affect when he's off the clock and doesn't tend to indulge anything that seems trite or time-wasting. He knows the tattoos are striking and unusual, that's why he got them, he doesn't need someone else to remind him of that if they don't have anything else to add. The first time Ilya sees them, they criticize him for apparently hiding the fact that he's actually interesting, which at least forces him to respond because now he's gotta point out that "being interesting" (and thus memorable) is directly counter to his job description :|
