Of course! Piltover already has sheriff-caitlyn representing at the Summit, with explorerezreal tagging along (bless their wonderful hearts). It's up to Mira whether she wants to tag along with the retinue or just hippity-hoppity her way to the Institute by herself. Though I doubt that Spero would have any kind of influence at the Summit (even if we assume that they're allied with us now) because this is more a geographically-political matter. That, and Spero wasn't a member of the League as well ...
And yes, people pretty much know now that Tybresa's the one calling the Summit - mostly because the one way she convinced having all these people convene at the Institute of War by bringing up the matter of her Trial.
