Barcelona Municipality is determined to elevate the homeless situation in Barcelona and the number of people who cannot afford housing. Led by former anti-eviction activist mayor Ada Colau the Town Hall has recently started penalizing banks which own repossessed properties yet keep them empty. Three banks were recently fined €315,000 for each of 4 properties which were kept empty rather than being put on the rental market. Spanish banks own a large number of properties which were repossessed after owners were unable to pay their mortgages. These properties can be sold or rented out by the banks. Sareb (Spain’s “bad bank”) owned two of the fined properties located in Sant Marti, Barcelona and BBVA and Banco Santander own the other two fined properties located in Nou Barris.
The fines were originally issued in 2015 when the properties were found to have stood empty for more than two years. At the time there were a total of eight unoccupied properties which were reported as unoccupied and to which proceedings were started. Four of the unoccupied properties were put up for rent and so they did not incur fines while the other four apartments have remained unoccupied. 207 other properties are currently under investigation in Barcelona with some of those priorities already incurring fines. As long as the properties are not occupied the fined imposed by the Barcelona Municipality go up each month. Some of the remaining properties have already reached €15,000 in fines. The banks are required to rent out or sell their excess properties in Barcelona to help ease to social housing shortage.
The Spanish government set up SAREB in 2012 as a “bad bank” which was given 15 years in which to dispose of approximately €65 billion of property assets. SAREB is an abbreviation for “management company for assets arising from the banking sector reorganization”. It is a private organization created to try and clean up the Spanish financial sector and specifically those which have over invested in the property market. Banks in financial difficulty could transfer their real estate assets to be managed by SAREB in order to mitigate the risk associated with those assets. The Spanish government established SAREB as part of an agreement with other European nations in order to get financial aid for the Spanish banking sector. Four national banks handed over approximately 200,000 real estate assets of which 80% where mortgage loans and 20% were properties – Banco de Valencia, Catalunya Banc, NCG-Banco Gallego and Bankia as well as Liderbank, Caja3, Banco CEISS and BMN.
The property ranges in size, value and location and includes plots of land, unfinished new-builds, large villas and small storage units. They set out to sell of the more valuable properties first in order to get the ball rolling and start producing a profit. In 2014 SAREB sold off more than 11,000 repossessed Spanish properties. In 2015 sales were down to 5,400 properties when the target for that year was 15,000 units. When 2016 began SAREB had only sold off approximately 15% of its original assets. The expert explanation for this is that SAREB has sold off the crème of the crop and is left with thousands of properties that are virtually unsalable. To solve the problem of too many unsalable properties SAREB has earmarked €100 million to use in demolitions so that they can then sell the plots of land instead of unworthy houses. SAREB are likely to start demolition some of their less attractive properties this year; properties that are in regions where market recovery is unlikely. Another tactic used by SAREB was to initiate new building projects and investing €110 million in the construction of 783 apartments.
The actions of the Bad Bank mean a reduction in the excess properties on Spanish bank’s portfolios and an opportunity for those banks to offer new buyers more attractive mortgages.
