but, quetzacoatlus lawsoni (right around three meters tall, probably like 40 kg. maybe as little as 20? overall quite easy to hold) has fairly complete wings, and is generally said to have a wingspan of 4.5-5 meters. maybe 150% total body length in flight.

you cant simply upscale this, obviously, but the ratio should be similar for Q. northropi, smallest of the big three (second of the big four) who stands at roughly 6 meters. a 150% wingspan would be around 9 meters. little shorter than the typical estimate of 10 or 12. probably because Q. northropi is more robust than Q. lawsoni.

but how is this relatively small for their body size?

avg azhdarchid wingspan appears to be roughly 150-200% of body length, same as other terrestrial wyverns like tupandactylus sp and thalassodromeus sp. even marine pterosaurs like pteranodon arent that much more extreme, with a 2m body and a 6m wingspan.
