It's not that scott is amoral, it's that he's so truly inhuman that human morality doesn't even register for him.

scott is canonically more than a thousand years old, and so incredibly removed from humanity that he seems to not even understand why people are upset about being turned.

he doesn't understand apo or cleo's upsetness and fear at the lack of agency, he doesn't feel remorse for turning Pyro or the others, because that human fear just doesn't even register.

we also see this in the way that he, unlike the other vampires, shows no fear over being killed, and bats apo aside like a fly.

Anyway v!scott is literally so old that he's not even remotely human. His lack of morality and manipulations don't stem from a malice, but an actual lack of care, humans are like bugs under his feet. Although he seems to actually care on some level for the other vampires, Pyro, Owen, and shelby especially, his main focus is on self preservation.
