So after an omega is mated, it becomes difficult for a wolf other than their mate to compel them. A very strong alpha - like a pack leader sometimes (usually) can. The command in that case is usually tactical. Female wolves fight alongside the men and an alpha command can aid troop unity. A wolf army is... terrifying.

Unmated omegas and betas can be compelled, but an alpha with a weaker command may struggle to do so successfully. Tae is one of the most powerful alphas in the pack. Clan Alphas can usually compel most of their own clan.

The Luna is a special case. She is very difficult to compel in general, but her mate can compel her and an extremely strong alpha could probably compel her... (though who would dare unless she was in danger or something...)

To be clear however -

It is impossible to compel sexual acts without the consent of the compelled (no matter how powerful the alpha might be). It physically cannot be done. This phenomenon is called “the sword of the goddess” because it is believed that even the attempt to do so will bring a curse upon you.
