It does and it did. However, as per real catnip, it's a very short high and it got bored after like 3 attempts. It doesn't like the sedative effects of catnip either because that's just a little too Evil Lab-adjacent

As for Rush the E, it's from a (frankly poorly written) comic I made way back, but then I got distracted with another character (my Nurse Joy guy and the kirlia comic) so I ended up not doing much with it
The tl;dr is it got pulled into this world by a little psychic girl and instead of coming to her to get out, it sticks around and harasses the person who smacked it with a broom instead.
Personality wise it's like a crotchety old man, complaining about all this new fussy polite battling thing and how youth these days have no sense of teamwork (not everyone can link their minds together into a vast and reality-changing consciousness...). And backseat battling.

Yeah they're too young. Lance gets to stay Champion as long as 1) there's no Champion title holder aged 18 and above who wants to replace him 2) he still fulfills the tasks laid out by the job, which includes mentoring anyone who wins the title and agrees to a mentorship.
In the future, Ethan will win the title and decline the mentorship, right now the Kantrio all agreed to it but both Red and Blue will take the training and do something else, with Leaf just old enough to replace him in an official capacity when GSC happened (it's to give him some legal breathing room to go investigate Team Rocket) (in practice he still stick around long after that because it's not like the work has gotten any easier + she has way less training than he did)
