There are around 13 regions across the side of the world that is the Banlands, though the three main ones are Hellfire, Frigid Planes and Bluesteel.

Though Guest 666 and Doombringer do attempt to watch over all regions, they often must divert to the smaller ones, such as the Void Cult and Drakobloxxer territory, to prevent things like riots(V.C) and attempts at going to other territories to become an invasive species(D.B). Thus, Guest 666 has struck deals with the previously known May Madness 2012 trio.

They are all too far gone physically to be released into society, so why not make them help out?

In exchange for taking a more comprehensive and less painful form, they each guard their respective larger regions, allowing the Spawn Points to simply roam and rest.
