He gives the armbands to Neil before he gets taken to Easthaven and thats because he can no longer hide the harm he has been putting himself in (Everybody knows now, Bee) in order to maintain a semblance of a family he told himself he has to protect. No wonder he lets Aaron still do Cracker Dust, its the same logic its the option of the rock bottom the possability of giving into your worst impulse that callms Andrew down and he probabbly thinks itll calm Aaron down too. Neither one of them is truelly sober at the beginning of the series.
But returning to The Armbands i think its interasting that he then gives them to Neil. Neil is the first person who broke Andrews protection deal because he predicted Andrew would harm himself when something bad inevatibly happened to Neil, Neil also is the one who put a stop to the Cracker Dust use. When Andrew gives Neil the armbands they change their meaning. Its a promise that Andrew will stay by his side, and by proxy that he will put some effort into his exy career. Its a promise that Andrew will try.
