"Someday it could" really is like, the paranoia warning of the series. Zym could be a threat someday, so he must be destroyed; more dragons could threaten Katolis, so we have to build weapons; humans having magic could be dangerous, so we have to catastrophize and kill Leola; Viren could be alive and come back, so we have to blow up our lives and go kill him.
"Someday it could" is not the same as "one day it will" or even "it is happening" and I always appreciate how TDP wards us away from paranoid, fear based thinking to something more holistic and hopeful.

"A life for a life. Is that justice?" is about Sarai-Avizandum-Harrow-Runaan, yes, but it's also about Rayla and Ram. The two youngest assassins, the ones wronged by their communities, and ones who must also be restored in some manner. Ram is killed, literally, so their community symbolically kills Rayla in retribution: "They made me a Ghost." Runaan then returns, stating that all the assassins have been lost, save one... but Rayla is still lost, because she lives in exile. And Lyrennus, through maintaining the Ghosting, seeks to make her remain "dead," the way a good assassin 'should be'. And not only does Rayla target the cornerstone of assassin ideology in the above line, she targets the next: "but no amount of suffering, yours or mine, will ever bring him back". Will ever make a difference. No amount of depersonalization of yourself or the victim ("and you knew he was a person, just like you" "that shouldn't have mattered"), no amount of violence, no amount of sacrifice, no amount of suffering, no amount of wrong will ever make things right. And Lyrennus doesn't get his son back, but Rayla does bring justice for Ram by questioning and dismantling the ideology that killed him: "But no one should have to spill their blood for justice. No one." And in turn, Ram's pledge brings justice for Rayla in Lyrennus choosing mercy, to not spill her and her family's blood in an emotional sense. He keeps another family together. He does allow for Rayla to be reborn, regardless of the fact he thinks things were her fault... ("one who has been wronged by the Silvergrove") because it's not about blame being allocated. It's about forgiveness regardless.
