Cycle 16. All of the girls had high fashion appeal (including the early boots), the photoshoots were far less tacky than other cycles, and the runways were still unconventional, but not as outlandish as most other cycles.

the "eliminated girls" in the cycle 16 casting were hired actresses, not actual contestants. the show isn't that stupid/heartless.
Your information is incorrect. There were actual semi-finals that weren’t shown (probably so that viewers wouldn’t feel attached to those girls and rage out) and those girls were real semi-finalists. The contestants have said as much, and they even had the names of the semi-finalists on RTVGames before the show aired.
I recently rewatched cycle 16, and it got me thinking... In the first episode, where the prodocers for some reason trick the contestants into believing that they were not going to be on the show, they simultaneously let another bunch of girls think that they were in. The in fact eliminated girls scream and rejoice. I imagine their reaction, when the eliminated girls found out, and it is actually a quite thoughtless prank. :o
That was the first thing I thought of when I rewatched Cycle 16. I could barely stomach the rest of that first episode because all I could think about was how cruel that was for the eliminated girls.
