it rlly sucks i know how you feel
since my application was for a humanities degree, this is the advice i have to give so take it with a pinch of salt if you're not applying for humanities bc it is very general
for section 3 of the PS: definitely add the volunteer stuff to your personal statement, talk about what skills you've gained (leadership, teamwork skills, time management, any bs like that). if you've done any clubs recently at school you could talk about them too also, you could try and help run any clubs at school? even if it' just like once a week or fortnightly, talk about what you do and what you've gained from that experience (don't mention the frequency)
for section 2: i would say you could read a couple of books related to your course/ talk about books that you've already read. i talked about books that i'd read at school in addition to this and overall why these specific books stuck out to me. this depends on the course you're doing though since reading definitely helped w my humanities application but idk abt others (maths, stem etc)
for section 1: just be as honest as you can be, write about why you feel so passionately about your course about onto a page IN ONE GO, then read it over and edit it. i was told by my school that unis like when you're honest and original, so for my personal statement i chose a memory i had related to my subject, and used it to explain why it sparked my interest for my course- you could try that!!
since i wrote my ps a year ago i can't remember everything i put on it but i hope this helps
