Ha Joon isn't perfect - he isn't able to keep tabs on all his fish, especially the young ones, and he is really a one person show so of course his business is prone to break ins / theft on occasion, rare, but not unheard of. He may not have a head count on his young fish, from 1-3 years, but anything over the age of 3 he certainly keeps an eye on, because that's when koi are fully mature and typically reach their adult size, and plenty of his fish at that age go for thousands of dollars. So it's damn near impossible to steal one without him knowing.
