Despite being crucial in ensuring food security and enhancing poverty alleviation for rural households, agriculture and rural development(ARD) in Africa continues to lag behind other developing regions. Some of the challenges facing ARD in Africa include poor access to capital, poor infrastructure, inadequate market structure and low levels of public investment -all exacerbates by ineffective policymaking and implementation. Faced with these challenges, improving policymaking through effective knowledge management (KM) is undoubtedly imperative. This entails turning data and information into actionable knowledge, which is made available and accessible concerned stakeholders, especially policymakers. The advent of new forms of communication and data manipulation made possible by information and communication technologies (ICT) raises expectations concerning the ability of policymaking to be impr9ved through judicious use of km enabled by ICTs. ARD practitioners in Africa are aware of the important role of KM in policymaking; however, the actual use KM is constrained or diminished by interrelated factors encompassing the national context where politics can overshadow policymaking and there are limited capacities and low levels of investment in ICTs and KM...
