Best way to propose to Saeyoung is simply to propose him.
That sounds too simple, but hear me out.
He never expected to he proposed to or to even get the chance to propose to someone. So to him it doesn't really matter if you propose to him at a fancy dinner or while stargazing or even just with a honey buddha chip or an onion ring or ring pop. Simply the fact that it is you who proposes to him makes it perfect to him. If you ask him directly he couldn't even tell you what the perfect proposal would be like to him because it's something he has never thought about and even if he has, it is not very fleshed out.
So long story short the perfect way to propose to Saeyoung is to simply do it and to put your heart into it. That is all you need to do to make it perfect.
He might be upset tho that you proposed first, just because he also wants to propose to you, very very much. So don't be surprised if you get a proposal back some time down the road ^^
