Speaking of Kain pushing Cecil throughout their childhood, let's talk about their rivalry. FFIV doesn't do a good job of portraying it from either side. It's mostly Kain being jealous of Cecil the entire time with Cecil constantly welcoming him back. And that is correct. However, Cecil's part in the rivalry is more subtle than depicted. Both of them are jealous of each other in different ways.
We are taking the love triangle out of the equation right now; Rosa's not an object to be won and Cecil already believed that she was way out of his league from the start.
Cecil's jealousy of Kain is more internalized. Kain may envy some of Cecil's attributes, but Kain has something Cecil doesn't: An identity.
Kain grew up knowing his parents, he had his father's dragon. The Highwind family was already held in high esteem, so Kain's transition to his new social circle in school would have been nearly seemless. Cecil, in comparison, had been in and out of the infirmary in his early childhood due to his colorless blood. The White Mages could not understand how a boy with his condition could have such a stellar immune system(Thanks KluYa). Odin (and the White Mages with children) eventually came to realize that it had no impact on his quality of life and arranged it so that he would only be seen by Baron's most experienced White Mages and no longer a spectacle.
