I think it could’ve happened in a different way. Without Katniss having to fend for herself and her family, she might’ve been able to pay attention to more than the only person she was ever able to let in, Gale, or the girl she spent most of her time at school in silence with, Madge. It’s already mentioned that Katniss noticed more about him than she had previously realised until faced with him in the games (if you want me to find any proper quotes I can!!), which I think shows that she noticed him, even before.

If anything, perhaps Everlark could’ve happened quicker. Katniss would’ve been less jaded and traumatised, more able to let love in. Spending less time with Gale in the woods (she would’ve been with her father) would’ve lessened her guilt on leaving/abandoning him. Fending for her life while her mother was incapable and Prim too young shaped her personality, but if Burdock had survived, it could’ve changed how she managed to accept people into her life, and how she interacted with those her age while not on the severe brink of starvation.

Which, yeah, arguably is true considering he could’ve bled out without her medical assistance. But did Peeta not help Katniss get sponsors which saved her life? Did he not mislead the careers, and when they finally found her, try to fight him of his best ability? Did they forget he talked her up to Haymitch, leading him to have faith in one of his tributes? Did he not give Katniss another strong reason to survive in the hunger games, to bring him home to his family?

Also, just because he relies on his allies, doesn’t mean he wasn’t a victor. It’s difficult for me to remember an example because most of the stories we see in THG are from lone victors with a lack of allies (apart from Katniss and Peeta), but there are definitely people who have been rescued by their ally and won because of it.

Peeta deserves the title of Victor as much as anybody else.

Like that’s what he called Louella, who he loved like a sister and was killed before she even made it to the arena. And when Katniss started coming to the Hob after Burdock died in the mines, she wore her hair in two braids and it reminded Haymitch of Louella, who wore her hair in two braids. And then when she volunteered, the old nickname slipped out.
