I don't think I can explain this adequately, but in the context of all this it almost makes sense for the Doctor to regenerate/degenerate into a previous form. There's a feeling of not needing to move forward, if only for a while. Yaz became the hero in part because 13 brought out the best in her and now that Yaz has (at least for now) taken over that role, the Doctor can, in a way, slack off for the next incarnation.

Some fun standalone sci-fi stories? It wasn't being ambitious.

Some fun standalone stories with an interconnected season-long story-arc? This is too ambitious and no-one could follow it.

A serialised season with tons of interesting and fun plots, new characters as well as deepening character arcs? This is literally the most complicated thing ever; no-one could possibly enjoy this.

Characters of different ages from places outside of London and from diverse backgrounds and family dynamics? Pandering.

the way they announced ncuti gatwa (no hype, social media post) 🚩

the way they announced the return of david tennant and catherine tate A WEEK LATER 🚩

the way they kept up the pretenses of ncuti being 14 only to take a 180 on it when tpotd aired, giving the number to tennant 🚩

having thirteen’s clothes regenerate 🚩🚩🚩

having ncuti show up in the teaser trailer before his regen scene 🚩

effectively fucking up the whole viewer experience that has become vital to any regeneration 🚩

changing the logo and flooding the dw social media and dwm with tennant the moment tpotd aired (okay, they waited like less than 48 hours) 🚩

making the logo literally look like the one from the 80s painted blue 🚩

giving the (white) companion a televised announcement, when ncuti got a social media post 🚩🚩🚩

rehiring former members of crew 🚩

hiring queer actors only to have them play villains 🚩

especially hiring a drag performer to play a villain in the current socio-political climate 🚩🚩🚩

ESPECIALLY having defended the decision not to have tennant in thirteen’s clothes by saying it would be “like mocking drag” 🚩🚩🚩🚩🚩

the way rtd talks about young writers 🚩🚩🚩🚩🚩🚩🚩🚩

"Right, follow my finger," Rory said with exasperation, holding it in front of the Doctor's face and shining a pen torch into his eyes.

"Why would I follow your finger? Has it done something suspicious?"

"With your eyes."

"Why would I get my eyes to follow your finger? I need them to see. I can't just take them out and send them off independently, I'm not an android. I did once meet someone who could do this - he was a bit like Mr Potatohead. Is it the right century for Mr Potatohead?"

"Yes, but-"

"Well, this chap could do that. He used to rearrange his ears as well, send them off on little trips to eavesdrop on people. I always wondered what happened if they didn't come back and he was stuck with no ears for the rest of his life. He didn't seem to mind when I raised that point... although in retrospect maybe he just couldn't hear me."

"Doctor," Rory interjected with exasperation. "Look at my finger with your eyes as I move it."

"Fine."

Rory moved his finger from side to side, and the Doctor's eyes moved up and down; Rory suppressed the urge to sigh.

"What are you doing?" he asked the Time Lord, who rolled his - apparently sightless - eyes.

"Following your finger."

"My finger is moving side to side."

"Isn't that a popular tune? Or hasn't that happened yet?"

"Doctor, you're still blind, aren't you?"

"No."
