Basic overview of whats going on:

Puerto Rico is going through the worst drought it has ever gone through since 1994, water is being rationed and turned off for 3 days at a time in some parts, school days have been cut short, and farms are being destroyed by it. And yet even though Puerto Rico is a US Territory the US has done absolutely nothing to help.
